Job Description :

Service to the Armed Forces provides a worldwide system of services that are available to military members, veterans and their families.

The SAF and IS Senior Director , Asia Pacific Division provides guidance and oversight of all American Red Cross Service to the Armed Forces (SAF) core services in Japan and Korea.

This position reports to the Senior Vice President of Service to the Armed Forces and International Services. This position is based at Yokota Air Base in Tokyo, Japan.

The successful candidate must be able to obtain a Secret Security Clearance.


  • Provides leadership and management oversight of multiple Red Cross offices on military installations in the Asia Pacific setting to ensure timely and consistent delivery of Red Cross programs and services.
  • Develops and maintains strong relationships with senior military commands in Asia Pacific Division.
  • Develops and maintains strong relationships with executive leadership of community partners and organizations within the division.
  • Monitors operations to ensure that division goals and objectives are being met.
  • Responsible for ensuring SAF and IS performance metrics are achieved within the division.
  • Works closely with the OCONUS Chief Operating Officer (COO) to ensure that DoD and Red Cross policies, procedures and systems are being implemented and followed.
  • Evaluates the effectiveness of programs and services within the division through the SAF and IS program review process.
  • Develops and executes SAF and IS strategic plans and objectives for the division.
  • Participates in the SAF and IS strategic planning process to support the delivery, sustainment and growth of services and programs within the division.
  • Communicates, with the assistance of the Deputy Division Director and the OCONUS COO, Division and National SAF and IS strategic plans and goals.
  • Collaborates with the OCONUS COO and other supporting offices to ensure staffing levels and other resource requirements related to the Asia Pacific Division are met and sufficient support is provided.
  • Develops divisional budgets, monitors expenses and approves spending.
  • Supports the best interests of SAF and IS staff and Red Cross offices in making deployment and relocation decisions.
  • Collaborates with the European Division Director on issues that affect all Red Cross OCONUS operations.
  • Supervises the Division Deputy Director.
  • Qualifications

  • U.S. citizenship is required.
  • Must be able to obtain a secret security clearance and a no-fee U.S. passport.
  • Bachelor’s degree in business or public administration, human resources management, community organization, social or health sciences, or related field is required;
  • or equivalent experience.

  • A minimum of 10 years work experience with a minimum of 7 years of successful supervisory experience is required.
  • Familiarity with military culture, regulations and protocol is strongly desired.
  • Proven track record of collaboration, facilitation, leadership and partnership management.
  • Skilled in data analysis, planning, organizational development and process improvement.
  • Individual must be analytical, customer oriented, flexible, organized and able to operate with an orientation toward solutions, with an external and strategic focus.
  • Strong computer skills are required.
  • Public speaking skills and the ability to communicate effectively verbally and in writing are required.
  • Strong interpersonal skills and the ability to work with multiple priorities are essential.
  • Must accept work assignments anywhere in the world where the American Red Cross is providing services to members of the military and their families.
  • Worldwide partial mobility is a condition of employment and an essential function of this position.
  • Partial mobility generally does not include medical and physical requirements.
