Primary Purpose :

This position has global leadership responsibility for IT Procurement lifecycle activities to support all JCH Business Units.

This includes, but is not limited to, setting commercial and strategic initiatives to meet or shape global IT Department requirements, identify strategic supplier options to satisfy IT Department requirements ensuring the established relationship are leveraged, review financial stability and legal relationships of suppliers to ensure they can meet JCH’s strategic continuity requirements, lead negotiations, and support partnership building with key suppliers.

Where strategic relationships are not in place, new source alternatives must be identified and reviewed for commercial viability sufficient to meet the technical and functional aspects established by the IT Department.

Portfolio requirements and commercial knowledge requirements will include familiarity of IT Hardware, Software, Cloud Solutions, and Telecommunications, Contractor and Consulting Service markets and other situation requirements.

Process requirements will include reviewing and commenting on all legal documents and interfacing with JCH Legal department as required.

In addition, must negotiate and implement Basic Service Agreement as required for all IT consulting and contractor engagements.

Commercial requirements will include both commercial and legal review of all Software License Agreements, Cloud Solutions Agreements, Hardware Lease / Purchase Agreements and any consulting SOW’s provided by the IT Department / Project Managers.

This will include ensuring that optimal terms are negotiated to be in place prior to issuing any agreements.

Primary Duties : Overall


  • This individual requires a high degree of initiatives, business judgement, persuasiveness, assertiveness, be able to work with all levels of the company and with executive levels with suppliers and the ability to perform the position requirements.
  • Able to work with minimal amount of direct supervision while building strong relationships with internal colleagues and suppliers.

  • Responsible for effectively performing IT Procurement in global for all JCH Business Units.
  • Interact with all colleagues of the HQ Procurement organization and other JCH procurement organizations to effectively leverage JCH’s procurement practices and global purchase volume.
  • Participates in JCI Global IT Procurement Categories strategy definition and interact with JCH IT category leaders to optimize usage of global agreements ensuring leverage from the Global agreements to all regions.
  • Use and participate with centralized JCI global document storage systems and IT Procurement Project Management Tools.
  • Leverage JCH senior management on a situational basis to elevate any red flag issues that are appropriate for that level of management to be aware of and to request support as needed.
  • Keep management chain informed of developing situations and project status on a regular, professional basis.
  • Calculate and track saving results as measured by the corporation and identify situations where costs have been avoided due to direct intervention.
  • Responsible to execute Purchasing functions in compliance with global and regional policies, including preparation and reviewing of legal agreements.
  • Build working practices with local procurement organizations to establish proper methods and control over the issuing of IT Procurement Purchase Orders for each Business Unit.
  • Details of Responsibilities

  • Works directly with key internal members of the IT Community in the global and beyond as situationally required. Will interact at all levels with the IT organization to understand requirements, align with Global IT Strategies and perform effectively all purchasing activities.
  • Does not engage any supplier or consultant until all internal reviews are complete and the IT Department has obtained full funding authorizations.
  • Manages contract and Basic Service Agreement information to ensure that renewals or termination due date are under control.
  • Supports IT Organization by processing all software, Cloud Solutions, hardware renewal that the IT Department authorizes.
  • Becomes familiar with IT Application Owner for each major software application so that direct technical issue resolution activities can be enabled.
  • Conducts benchmarking and overall market assessment to support the development of the procurement strategies, aligned with regional IT Departments requirements and in compliance with global and regional IT strategies.
  • Administers the RFI, RFQ and RFP processes in conjunction with the IT department to convey the appropriate commercial and technical requirements to the participating suppliers.
  • Provide a commercial comparison of the suppliers’ responses using analytical skills to understand and normalize differences in responses.

  • Provide 5-year Total Cost of Ownership (TOC) analysis for finalists so that the complete cost assessment can be obtained including all issues that impact the cost to JCH, including asset costs, implementation costs, support and maintenance fees, incremental costs to match the volume requirements provided by the project manager.
  • Ensures that agreements are prepared with the proper technical, legal and commercial languages.
  • Execute the awarding procedures and work with regional Business Unit procurement departments to have Purchase Orders issued once the IT department has obtained all required authorizations and approvals.
  • Follow strict segregation of duty requirements never entering situations of compromise or where you are both the issuer and authorizer of an order.
  • Works closely with the JCI Global IT Procurement Category leaders to ensure alignment with the Global IT Procurement strategy and adoption of best practices.
  • Continually looks for ways to improve and exceed expectations, increase efficiency implement better process and achieve cost savings for JCH Globally as the situation requires.

  • Bachelor’s level degree in Computer Science or a related field (with a major in the IT area). MBA desired.
  • Demonstrated ability to work without direct day to day supervision and a conscientious and strong work ethic.
  • Ability to influence and direct IT Procurement strategy so that corporate goals are met while meeting regional goals.
  • Ability to anticipate how the evolving business environment will impact the regional and global IT Procurement strategies.
  • Ability to implement and / or enforce agreed strategies in the case of situations where diverging approaches are suggested.
  • Contract Administration (drafting, analyzing contracts; key contract law provisions)
  • Must have experience working in major Corporations with international / global operations.
  • Broad experience in developing supplier relationships to better serve the company.
  • Must have extensive exposure to Global IT sourcing activities, with deep knowledge of the global market.
  • Agile and capable negotiator.
  • Proven quality focus in providing internal customer solutions.
  • Demonstrated ability to work well in a team environment and to evolve efficiently to complete.
  • Desired

  • Ability to speak multiple languages : including Japanese and English must; Mandarin desired.
  • Base location : Tokyo, Japan (Takeshiba Office)
  • Previous experience in aligning IT Purchasing activities, global standards and local characteristics.
  • IT background either application or infrastructure is preferable.
